All non-US citizens are required to
report any change in address within ten (10) days to INS using Form
AR-11. Non-US citizens must report address changes to INS by completing
this form and sending it to INS. The form can be obtained from the INS
website at http://www.ins.gov/graphics/howdoi/address.htm. Form AR-11 has been revised as of November 7, 2002
and there is a new mailing address to which to send this form. In order
to avoid any questions in the future whether you actually sent this form to the
INS, we recommend that you send it via certified return receipt mail.
Please also notify our office of your new address.
**** SPECIAL REGISTRATION
REQUIREMENTS FOR CITIZENS AND NATIONALS OF CERTAIN COUNTRIES.
Effective November 15, 2002, all male nonimmigrant aliens (except those on A or G visa classification) who were born on or before November 15, 1986, who are nationals or citizens of Iran, Iraq, Libya, Sudan or Syria, who were last admitted to the United States on or before September 10, 2002, and who will remain in the U.S. until at least December 16, 2002, must report in person to the Immigration and Naturalization Service to be fingerprinted, photographed, registered and questioned. (This does not apply to permanent residents or to aliens who applied for or were granted asylum on or before November 6, 2002.) Effective December 2, 2002, all male nonimmigrant aliens
(except those on A or G visa classification) who were born on or before
December 2, 1986 and are nationals or citizens of Afghanistan, Algeria,
Bahrain, Eritrea, Lebanon, Morocco, North Korea, Oman, Qatar, Somalia, Tunisia,
United Arab Emirates, or Yemen, who were inspected by the INS and were last
admitted to the United States as nonimmigrants on or before September 30, 2002
and will remain in the United States at least until January 10, 2003 are required
to appear on or before January 10, 2003 before an INS officer to be
photographed, fingerprinted and interviewed. (This does not apply to permanent
residents or to aliens who applied for or were granted asylum on or before
November 22, 2002.)
Failure
to comply is a federal misdemeanor (punishable by 30 days in jail or a $100
fine or both) and a deportable offense. Moreover, any violation can result in a
permanent bar from entering the U.S., without possibility of a waiver.
This Special Registration Requirement
is applicable to any alien who is a national or a citizen of a designated
country, notwithstanding any dual nationality or citizenship. According to the
INS District Counsel in Los Angeles, a national is a person who owes
permanent allegiance to a country. This includes persons born in a
country and who may no longer be a citizen of that country.
